Winkelman made 13 of 16 free throws, both career highs, and the Bison converted 30 of 38 foul shots in the game for their eighth straight home win.
North Dakota State (17-8) scored the first seven points of the contest, but need a Winkelman layup in the closing seconds of the first half for a 30-28 halftime lead.
Winston-Salem State (5-23) went ahead 40-39 before a Winkelman jumper sparked a 19-2 run that gave NDSU its biggest lead of the night, 58-42, with 8:40 to play.
The Bison shot 50 percent in the game with four players scoring in double figures.

Sussenguth made his first collegiate start and the Bison added three players to the roster prior to the game due to injury and illness.
Football quarterback Nick Mertens and tight end Jerimiah Wurzbacher both suited up alongside Dotun Obadina, a former walk-on who played two seasons with the Bison but did not return at the beginning of this year.
None of the three players entered the game. Austin Pennick and Josh Vaughan came off the bench, with Pennick snaring six rebounds and Vaughan getting two.
Darrell Wonge hit 5 of 9 three-pointers and scored a team-high 19 points for Winston-Salem State. Norman Carter added 14 points and seven rebounds in 26 minutes off the Rams' bench.
